KW West Park Phase II will be located at the southeast corner of 5th Place & Lewis Avenue in the historic Kendall-Whittier Neighborhood, a diverse urban core neighborhood with a growing predominant Latino population.  Phase II is the continuation of the neighborhood inspired and City of Tulsa approved masterplan, created in 2010 with input from more than 300 neighborhood residents and stakeholders to expand safe, affordable and high quality mixed-income housing options in Kendall-Whittier. The 100 unit mixed-income project will be immediately adjacent to the highly successful first phase of West Park, which includes 128 mixed-income units that opened in the fall of 2013 and continues to have 100% occupancy rates.  Phase II will consist of 100 mixed-income units, with 50 being rent restricted to residents earning 50% of the Area Median Income or less, and the other 50 being market-rate.  Phase I sits on a City urban renewal site, and since it’s opening, crime in the area has reduced by 2/3rds, and it has become an economic driver in the historic commercial & shopping district immediately adjacent.  In the past 3 years, 16 new companies representing 115 jobs and $12MM worth of investment has landed in the area.  In addition, 10 new construction single-family homes have been sold with 20-30 more planned within the next 6-9 months.  In the neighborhood overall, property tax values have increased along the Lewis corridor (the site of Phases I & II) by almost 50%.  Again, Phase II is a continuation of the original neighborhood masterplan, and is expected to not only create the 100 or so temporary construction jobs, but have a similar if not greater economic effect on the neighborhood as Phase I.
